- Acquisition Aeronautical Engineer 7 years 3 months and 2724 -
Acquisition Program Manager 1 year 6 months rather than H02855
Acquisition Aeronautical Engineer 8 years.

APPLICANT CONTENDS THAT:
Although he served in a program manager position his duty Air
Force Specialty Code (AFSC) remained 2855, Aeronautical
Engineer. From April 1991 until his separation in September
1992, he solely acted as the program manager for a classified
program.
In support of the applicants appeal, he provides a personal
statement and copies of documents extracted from his military
personnel records.

STATEMENT OF FACTS:
After serving 8 years, 3 months and 20 days on active duty the
applicant was honorably discharged and transferred to the Air
Force Reserve on 29 September 1992 - under the provisions of AFR
36-12 (Voluntarily Released/Transfer to another Service
Component for Early Release).
The applicants DD Form 214 reflects his Primary Specialty as
H02855 Acquisition Aeronautical Engineer 8 years.
The remaining relevant facts pertaining to this application,
extracted from the applicants military records, are contained
in the letter prepared by the appropriate office of the Air
Force at Exhibit B.

AIR FORCE EVALUATION:
AFPC/DPALA recommends denial. DPALA states records clearly show
that the 2724 Acquisition Program Manager AFSC was not
authorized for award in that he was not assigned against a 2724
Program Manager position. His AFSC has always been 2855
Aeronautical Engineer as shown in all documents provided. The
applicant has failed to provide documentation clearly showing he
was assigned to a 2724 Program Manager position and awarded the
2724 AFSC either as a primary, secondary or third AFSC. He
states he performed duties as a Program Manager; however, this
was during the time he was assigned to a 2855 Aeronautical
Engineer position.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant states his Officer Performance Report dated June
1991 more than 15 months prior to his separation - the duty
title is Special Activities Project Manager. The job
description contains Directs a highly classified, technically
complex program
and Directs 23 member management and
technical team in support of a $10 million development program.
Personnel records from that time period from the program office,
AFSC/YJ, were in such disarray that the personnel chief was
fired because the director had a highly inaccurate count of
civil service and military members assigned to the office.
There was an initiative to change his primary AFSC to program
manager; however, that initiative was not pursued as he had made
the determination to separate from the service. Because of the
nature of the program he managed, there is not a readily
available paper trail. He also provides statements from two
branch chiefs during the time period in question.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. The
applicants contentions and the supporting statements from the
members of his rating chain during the contested time period are
duly noted; however, after a thorough review of the
documentation provided in support of his appeal we find no
evidence of an error in this case and we are not persuaded by
his contentions that he has been the victim of an injustice.
There is no documentation in the applicants military personnel
records or documentation provided by the applicant which show he
was awarded the 2724 AFSC either as a primary, secondary or
third AFSC. We do not find the applicants assertions and the
documentation presented in support of his appeal sufficiently
persuasive to override the rationale provided by the Air Force
office of primary responsibility. Therefore, in the absence of
evidence to the contrary, we find no basis to recommend granting
the relief sought in this application.

The applicant be notified the evidence presented did not
demonstrate the existence of an error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
